Spain has reserved all newly available grid access capacity at the Beariz 400 kilovolt node in Galicia for a future competitive auction covering renewable energy and storage projects. On its own it is a technical notice about one substation. As a signal about allocation policy it is more interesting than that.

Grid access in Spain has historically been distributed largely on a first come basis, which rewards whoever files fastest rather than whoever builds best. In a system where capacity is the scarce input, that produces queues stuffed with speculative applications and real projects stuck behind them. Auctioning the capacity puts a price on it and forces applicants to reveal how much the connection is actually worth to them.

Including storage in the same auction is the other notable detail. Batteries and generation compete for the same connection points, and treating them as one pool rather than two separate processes reflects what the system actually needs, which is not simply more megawatts of generation but the ability to move them in time.

The reservation is that auctions favour balance sheets. A well capitalised developer can bid aggressively for a node it wants and absorb the cost, which is harder for smaller players who were often the ones filing early under the old system. Whether that trade is worth it depends on how much of the existing queue turns out to be real.

One node does not make a policy. It does establish that the operator is willing to use price rather than sequence to decide who connects, and that is the mechanism that would have to spread if the connection queue is going to clear.
